Share SW packages with users

I would like to be able to send a SW package for review.

The pending state lends itself perfectly to review. It can be moved back to draft if something is wrong, but also indicates that the user who moved it to pending is confident in it.

Right now there are no users assigned to the SW packages and there does not seem to be a method of sharing with specific users. 
The simple solution is: share a link, or tell the colleague what the package is called. Therefore it is a nice-to-have, definitely not a need to have.
I don't know if this goes beyond the scope of the functionality. I like the SW distribution feature and understand that it, in and of itself, is a nice add-on, not necessarily a core WATS functionality so I don't want to push to much.
