UTC offset causing connectivity issues

If the time is off by more than 5 minutes on client the reports are not transferred. This error is apparently not seen on the server side but should be displayed in the system manager.

  The upcoming WATS 5.0 Client will send reports to the server even if the time is off. However, reports with dates in the future are quarantined.
