Azure service health is updated to Good.
Root cause of this issue communicated by Microsoft:
We determined that a power event impacted a subset of storage racks in one of the Availability Zones in the West Europe region. This impacted storage tenants and network devices which may have rebooted. This resulted in the impact seen.

All our WATS accounts are currently up and running as normal, but Microsoft has not solved the incident yet. The Azure status can be checked here: Azure status

Some WATS accounts cannot log in to the application due to server connection failure. The problem is in the Microsoft Azure data center. We will post updates as soon as we have more information about the issue.
